People-Led Accountability Framework for FfD4

This initiative is launched by the Centre for Policy Dialogue (CPD) in Bangladesh; New York University’s Center on International Cooperation; and Project Starling as part of the Seville Platform of Action. This non-governmental initiative will complement governmental and United Nations monitoring mechanisms by tracking how effectively the FfD4 agreement and its commitments translate into actual development outcomes and financing flows for developing countries. When progress stalls, this effort can provide a basis for advocacy and action.

Financing for People-Centered Justice: Diversity and Opportunity

Join Themba Mahleka, Senior Program Officer for the Pathfinders at this side event that brings together government representatives, donors, justice practitioners, and development partners to explore how financing mechanisms can support people-centered justice systems and help close the justice gap. In doing so, it will make the case for prioritizing justice in the financing for development agenda.

This event will be followed by an informal networking reception, and light bites and refreshments will be served.

World Assembly of Local and Regional Governments at FfD4

On the sidelines of FfD4, the World Assembly will convene local and regional leaders, international institutions, and key partners to advance the role of local and regional governments in shaping global financial frameworks for sustainable development, equality, care, and climate action.

This event is organized by  Global Taskforce of Local and Regional Governments (GTF), facilitated by United Cities and Local Governments (UCLG),* with the support of the Municipality of Seville and the United Nations Development Programme (UNDP),* and in collaboration with the Regional Government of Andalucía, the Andalusian Fund of Municipalities for International Solidarity (FAMSI),* the Spanish Federation of Municipalities and Regions (FEMP), the Global Fund for Cities Development (FMDV),* SDSN Global Commission for Urban SDG Finance, Local2030, and CIFAL Málaga–UNITAR.

Taking Action to Combat Inequalities: The Role of Progressive Taxation and Social Protection Systems

Betty Wainaina, Program Director, will moderate this side event that focuses on the opportunity to exchange best practices and explore policy innovations targeting the reduction of domestic and global inequalities. This is an in-person, one-and-a-half-hour panel with three keynote interventions by government representatives, followed by an interactive dialogue and a round of comments from the audience.

The side event is hosted by Oxfam International and co-sponsored by the Brazilian Ministry of Finance, the Center on International Cooperation (CIC) at New York University, Friedrich Ebert Stiftung, the Independent Commission for the Reform of International Cooperation Taxation (ICRICT), the International Labour Organization (ILO), the United Nations Research Institute for Social Development (UNRISD), and the United Nations Development Programme (UNDP).

Realigning International Development Cooperation with Needs, Priorities and Vulnerabilities of Developing Countries

CIC’s Acting Director, Paul Smoke will join this official side event hosted by the Development Cooperation Forum (DCF) of the United Nations Economic and Social Council (ECOSOC) for the launch of the 2025 DCF survey. This study aims to generate actionable insights to inform ongoing efforts to strengthen development cooperation and make it more effective in addressing current and future global challenges. The study will contribute to discussions at the Fourth International Conference on Financing for Development (FfD4) and broader efforts to ensure international development cooperation remains fit for purpose in addressing today’s challenges and advancing necessary reforms.
