Joshua Walker, Director of Programs, Congo Research Group, said he believes the war is not over and that the United States must do more.
“I think what’s really needed is to put pressure on both sides, and actually there are three sides. There is the M23 fighting against the Congolese army and [its] backers, the Rwandan government. And so all of those sides need to have pressure put on them by countries like the United States but also the European Union, the [United Kingdom], the African Union to force them to come to some kind of agreement.”
