Who’s in charge here?: West Africa coups complicate UN diplomacy

NEW YORK — It’s an awkward week to be an African country at the U.N. General Assembly — especially when it’s not clear who’s in charge in parts of the continent.

Uncertainties reigned about delegations for Niger and Gabon, two countries whose civilian governments were overthrown in military coups in the two months leading up to the gathering.
