Under the UN financial regulations, which are approved by the General Assembly, member states are actually required to pay their assessed contributions within 30 days of the start of a financial period. However, there are no real penalties for non-compliance with these funding obligations until the level of unpaid assessments exceeds the total amount assessed in the previous two years.
