2025 Open Government Partnership (OGP) Global Summit

From October 7-9, 2025, the Government of Spain will host the 2025 Open Government Partnership (OGP) Global Summit in Vitoria-Gasteiz, Spain. The Summit will bring together more than 2,000 high-level representatives of governments, civil society leaders, and policy-makers from around the world to exchange experiences, best practices, and progress on open government initiatives and implementation on key issues.

At the 2025 OGP Global Summit, we will recognize the most promising and impactful reforms submitted to the Open Gov Challenge through the Open Gov Awards, celebrating innovation and progress in open government.

Telling a Story for why Justice Matters: People-Centered Justice as a Pathway to Better, More Accountable Governance

​This session brings together governance practitioners who may not work explicitly in the justice sector but whose agendas intersect with it. Through joint brainstorming, we will explore why justice matters for broader governance priorities and how it connects to areas such as transparency, service delivery, and trust in institutions. Participants will also consider practical tools, from digitalization to inclusive policymaking, that can help link justice with the wider governance agenda.

Making Justice Count: Exploring the Role of People-Centered Justice Research and Data for Effective, Inclusive, and Accountable Governance

Hosted by the American Bar Foundation, Hague Institute for Innovation of Law (HiiL), Pathfinders for Peaceful, Just, and Inclusive Societies, United Nations Development Programme (UNDP), and the Organisation for Economic Co-operation and Development (OECD).

This session will explore how research and data can be used to advance people-centered justice approaches—those which reorient justice systems to people’s lived experiences and needs. People-centered justice supports government accountability and inclusive access to rights and services. It can ensure governance is effective and efficient. Understanding people’s justice needs through research and data collection helps governments and civil society organizations to develop solutions that work to resolve them and innovative new ways to address the challenges of building inclusive societies.
