The Committee of Experts on Public Administration (CEPA) is a United Nations (UN) technical advisory body that studies and makes recommendations to improve governance and public administration structures and processes for development. It assists the UN Economic and Social Council (ECOSOC) by reviewing trends, issues, and priorities in public administration, notably in relation to the 2030 Agenda for Sustainable Development and in support of the implementation and progress reviews of the Sustainable Development Goals (SDGs).

On July 30, 2025, ECOSOC approved the UN Secretary-General’s nomination of 24 experts to the Committee for a four-year term beginning on August 1, 2025, and expiring on July 31, 2029.

One of the experts is Paul Smoke, the Acting Director of NYU’s Center on International Cooperation (CIC), who specializes in public sector reform and teaches graduate courses on institutions, governance, public finance, and development assistance.
