Céline Monnier is a Senior Program Officer at New York University’s Center on International Cooperation (CIC), leading the prevention workstream of the Prevention, Peacebuilding, and Protracted Crises program.

Céline specializes in policy advice for violence prevention, including the prevention of violent crime, extremism, and conflict. Before joining CIC, she has advised international organizations, local and national governments on effective violence prevention strategies, and has worked in the field of human rights. She has worked in non-governmental organizations, the diplomatic sector, and the United Nations (Office for the Coordination of Humanitarian Affairs – OCHA) in Canada, the United States, Colombia, and Mexico, and has led projects in Central America.

She has a Masters in International Law from the Graduate Institute of International and Development Studies in Geneva with a Master’s Thesis on the “Legal Involvement of Non-State Armed Groups in the Control of Small Arms and Light Weapons.”
