A Tale of Two Skepticisms: Fighting and Talking with the Taliban During the Obama Years
Afghanistan-Pakistan Regional Project director Barnett Rubin authored a commentary for War on the Rocks reflecting on past efforts at peace negotiations in Afghanistan.
In the piece, Rubin recalls his time as adviser to the U.S. Special Representative for Afghanistan and Pakistan in the Obama administration and describes the challenges that stymied previous attempts to negotiate with the Taliban. "The cost of this bias for coercion and against negotiation is measured not just in poor national security decision-making but in human lives, most of them not American," he writes.
