Zamore spoke about the challenges of adequately funding the nexus between humanitarian, development and peace sectors. “Humanitarians themselves aren’t necessarily used to planning over multiple years,” she said. “So some of the plans they are submitting can end up looking more like a series of one-year plans than one long-term strategy, which doesn’t really inspire the donors to make major multi-year contributions. It's a classic chicken-and-egg situation."
